Unused no gum, the stamp was submitted as a 166, however the 1995 PFC (293535) states, “it is a genuine Scott 155, previously hinged, with disturbed O.G. and some foreign matter adhering to Gum.” The gum has been removed since then and we believe it to be reperfed, otherwise sound and centered Fair to Fine.
